MUMBAI KO BARBAD KARNE KA SUPARI LIYA HAI KYA

Dear Sir

Presently there is a wide media coverage (print & electronic) in India of the on going violence in Maharashtra against North Indian migrants (especially to Mumbai) in which most of the media and socio-economico-political commentators are saying that Maharashtra Navnirman Sena (MNS) lead by Raj Thackeray is instigating this violence allegedly in order to get political mileage by whipping up regional schizophrenic sentiments of Marathis and which has a potential of threatening the integrity of India if not stopped from spreading / discouraged immediately.

But nothing is far from the truth. As for physical violence against North Indians or for that matter against any Indian (who is free constitutionally to go any where in India for earning his livelihood) can never be justified and it should be dealt with strong hand by law enforcing agencies of Maharashtra. There is a welcome sign that even MNS is not approving such incidence of violence.

But this hullabaloo in India against MNS is not because MNS is fundamentally wrong but because other political parties have no political vision and drive to offer a solution to the legitimate grievances of Marathis aired by MNS which is evident from the following:-

(i)- Mumbai can be equated with USA regarding immigrants. In this age of globalization, if people from all over the world are allowed to enter USA then apart from the people of other countries you will easily find half of India in USA to the chagrin of native Americans who will be as threatened economically & culturally as the Marathis of Mumbai.

(ii)- As for hard working North Indians. No doubt they are also as hard working as people from other States. But nothing more as is evident from the fact that their hard work has not brought any prosperity to their native States of U.P., Bihar etc. (BIMARU states). Rather on the contrary people of these BIMARU states are known for their notoriety in the fields of social, economical and political life of these States.

(iii)- India is so bankrupt politically that not only in Mumbai but in another attractive metro Delhi it allowed 2,500 illegal colonies which has not only made Delhi a mess but now it is the head-ache of Supreme Court of India which has been rendered to the level of accomplice in the crimes of those public servants who allowed this crime of encroachment but SCI finds it easy to harass citizens by sealing and demolition but does not have jurisprudential courage and integrity to prosecute these accused public servants .

(iv)- People from other States mainly who have special talent and potential (not easily available in Maharashtra) are & should be welcome in Maharashtra (or in any other State) and which is not only the spirit of the Constitution but MNS also subscribe to this view. But most of other people from other States in Mumbai, like of whom are generally available in Maharashtra can not be justified by any stretch of imagination and which is being opposed by MNS and should be opposed by the politicians of all the hues from not only Maharashtra but from all over India.

(v)- This economical & cultural invasion of Maharashtra (or of any other place in India) could easily have been / can be prevented as under:-

(a)- By enacting a law by Urban Development Ministry of Government of India where parameters / specifications for urban planning will be made mandatory all over India. Wherever people's density is more than mandatory limit then a law should be there to allow sale of land and landed property only to government and no further sale to private persons till mandatory parameters / specifications are reached. States can enact laws which will be (in better urban planning sense) in addition to this central law.

(b)- Any body who has an experience of running a trade union knows that the displacement of a local worker by an immigrant worker takes place mainly by flouting labor laws. Even in the capital of India, Delhi, most of the trade union leaders (instead of getting illegally removed worker reinstated) try to get a removal settlement (bronze hand shake) as it provides handsome lump-sum money to these trade union leaders. Migrant influx could have been avoided to great extent in Mumbai had there been dedicated trade union movement in Maharashtra / India

( c)- The migration at the cost of locals to such an immense scale as happened in Mumbai is possible only when the regional leadership is culturally demoralized, which is quite understandable as the various institutions (economical and of State) in Maharashtra do not work in Marathi (Even in Delhi where most of its 16 million people understand / speak Hindi there, what to talk of private economical institutions, even its Lower Courts, District Courts and High Court do not work in Hindi, with the result the caliber of most of the advocates in Delhi is a matter of popular jokes in the capital of India). One can understand if matters related to science faculty and technology are carried out in English (though in some countries like China, Japan, Russia, Germany, France etc it is in their own language) for some more time but there can hardly be any justification or logic in continuing work in English in matters related to commerce and arts faculties (including law).

People all over India are not against MNS as being projected by the media and politicians of India rather they expect that MNS should solve this problem of influx to Mumbai (and Maharashtra) in such a way that other parts of India (especially metros and big cities) also get a remedy.

Therefore MNS need not get intimidated by this tirade & barrage of adverse criticism and Raj in addition to launching political movement for getting suitable legislation passed for said mandatory parameters / specifications for urban planning against Governments of India and Maharashtra should also do the following by launching the following NGOs / Cells / Fronts of his political party:-

(1)- Shiv Sena (Raj's original party) of rest of India is in tatters as its leaders Bala Saheb and Udhav Thackeray do not go out of Maharashtra due to their shear incompetence and parochial / communal mindset. Therefore first and foremost, Raj Thackeray should mop up Shiv Sainiks from rest of India (who are in a deep political problem and crises) to his MNS (may be by changing his party name from MNS to BNS, the Bharat Navnirman Sena). This will give Raj (MNS) an immediate all India presence & platform with such a dedicated cadre that it can be a matter of envy to any other political party of India.

(2) Bring cultural empowerment by ensuring that Marathi / Hindi is developed to an extent that it can and does replace English from all the faculties in which various activities are carried out in Maharashtra / India.

(3)- Launch Student wing throughout Maharashtra / India in order to give boost to said cultural empowerment of Maharashtra / India.

(4)- Launch a NGO / Trade union at all India level to safeguard the interest of workers being / ought to be employed in National Rural Employment Guarantee program.

(5)- Launch trade union at all India level for the remaining workers.

(Here it may be added that maximum numbers of suicides of farmers have taken place in Maharashtra which proves that there is a political vacuum in Maharashtra and which can be filled up by MNS. Also the members of BNS will ensure that Raj Thackeray succeeds not only in Maharashtra but also in rest of India).
